Betty Boop oil painting

Hi: To any Antique Betty Boop Collector

I have a very, very, old oil painting i believe it is around 1900 of a little girl that looks like betty boop as a little girl with a dog with a bow, can you help me find out information about the photo, my neighbor said she got it from a 80 year old lady, she said she had it for many many years. She was told it is the first original betty boop before the cartoon they were going to use, I got it on Thanksgiving. It is very orange, yellow in its original frame.

Any help would be helpful , or you can pass this on thanks

A picture would be helpful. If it did date back to 1900 or such, it is not BB who probably didn't even exist as an idea at that time.
