I asked the owner if it has a mark on it, and he said is has
Avenue- the stars by tropico diffusion on it
Is this a common thing for belgium to have a different mark? Or is it a fake?

This is a really nice piece to have. Tropico Diffusion (a French company) was bought be Avenue of the Stars many years ago, and they kept the production of their products. They have done some nice pieces over the years. It is a licensed product. Go check their website, lots of other Betty Boop stuff there.
