If someone makes stuff as a hobby and decides to sell a one-off item, and is genuinely unaware of the restrictions round the Betty Boop image, I suspect that a large corporation coming down on them with the full force of the law would generate a lot of adverse publicity.

If, on the other hand, they are commercial companies mass-producing stuff and selling it as hand crafted, then the unlicensed use of the image should be stopped. IMHO (I'm not a lawyer) such companies are also guilty of fraud.

I agree and I usually don't report someone who is making one item for resale but if I see that seller again and again on eBay and they have an eBay store then I know they are really a business.

Most of them seem to be businesses. Ebay used to protect buyers more, but I suspect the whole operation has become too big to control properly.

Yes, I agree... that's why they now have the offiicial owners of the license take care of these issues.
