I think it is fabric covering the switchplate... I don't think they are painted.

Yes, I believe she uses Betty Boop fabric.
Here's the description in her auction: each of my switch plates are custom covered and receive multiple layers of a protective coating which adds durability and a nice finish. They are washable and hardware is included. Each switch plate is handmade and therefore pattern placement may vary slightly from the picture.UL APPROVED. MOLDED PLASTIC COVERED WITH FABRIC AND SEALED WITH OVER COAT- CLEAN WITH DAMP CLOTH, SCREWS ARE INCLUDED AND HEADS ARE PAINTED TO MATCH.
Will look great on your wall.
NEW!! HANDCRAFTED SWITCH COVER PLATE.

If fabric is used, then that fabric is almost certainly licensed. Fabric manufacturers print miles of the stuff and it would be commercial suicide not to get a licensing deal first.
Once again, if someone buys a legitimate roll of fabric, can they sell items made from that fabric? I don't know.
Anyway, the bidding for the Betty Boop item seems to have ended.

Again we're wondering if it's legal to use BB licensed fabrics on items that are being resold. I don't think it is legal but I'm still confused on this matter... so I'll keep reporting these things until I'm told not to do so.
