The seller seems to be a jewelry store - odd.

The pictures on the t-shirt are legitimate pictures. The question is whether the t-shirt is manufactured as shown (in which case it's probably licensed) or whether the pictures have been stuck on later (in which case it's not).

I've asked the seller if the t-shirt illustrations have the King Features/Hearst Corporation logo. I suggest others do the same.

I've had no reply, so I've asked again.

It looks like it's manufactured. I don't think it's being sold as a one-off handmade. However, it's difficult to tell from the illustration.

If the material is freely for sale in Walmart then it is almost certainly licensed. As far as I know there's nothing to stop anyone buying material with licensed Betty Boop pictures on it and making clothes with it.
