The image looks licensed, but I don't know if they can legally do that or not.

I think they are screen printing the shirts themselves and that's why they can personalize it.

So they more than likely are not paying to use the image.

I'm not sure about this. It's probably cheaper for them to buy Betty Boop, Spiderman etc t-shirts in bulk and then personalize them by printing the child's name an bithday information above and below the image. Firms that produce t-shirts in bulk usually use licensed images and pay the appropriate fees. If you'r printing 100,000 items it's silly not to.

If this is the case then I don't see that any copyright laws are being broken.
