Without authorization, it is illegal to sell or distribute any product using Betty Boop images from the the forums, the official BB site, fan sites, licensee sites, scanned images and your own drawings of BB.

Here are some examples of unauthorized products mostly on eBay:

Nude Betty Boop - King Features Syndicate and Fleischer Studios, have never and will never authorize a nude Betty Boop product.

Iron-On Transfers - The are no licensees authorized to create these.

Stationery - Some consumers think it's okay to sell custom stationery with Betty Boop on their site or eBay. It's not. Only companies like Checks In The Mail are licensed to do so.

Cross-Stitching/Embroidery Patterns - Unless it comes from a major company, it's not authorized.

Also, if you see an item using an illustration that is badly drawn or doesn't look much like Betty it will be unauthorized and unlicensed.

The problem is with goods that use authorized images but don't pay the license fee. Unless you buy the item and then look for the licensing information on the label it can be impossible to tell.

However, ebay allows you to ask questions of the seller. You can ask if there is a label saying the product is licensed by King Features or the Hearst Organization. If it's not, or they don't reply, don't buy it.

Most sellers are businesses, and sometimes rather shady ones. There is a difference between the seller who has innocently purchased an unlicensed article a few years ago and is having a clearout, and a business that is selling unlicensed articles by the thousand.
