I recently came in to the possession of a handfull of animated cels with Betty Boop and co-stars. How can I find out the name of these other characters? My best guess on age of these based on some research is they were made around 1970.

Yes, I have copies of each of the cels I aquired. I am attaching 5 to this note. I also have one of the cels of Betty on eBay under my user name jhadd1 if you would like to check that one out. The more I find out about her the more interesting she gets.

The pictures may be cells colourised in the 1970s, but originally drawn in the 1930s. I don't recall any new cartoons being made in the 1970s.
I'm afraid the pictures are too small. The images are in te middle of a lot of white space and difficult to see.
I think the Frankenstein's Monster is from Betty Boop's Penthouse (1933) although I don't remember him being that big. This short was colourized in the 1970s (or possibly late 1960s).
The clown is definitely Koko.
Otherwise I'm afraid I can't make them out.

I looked at each of them and I don't recognize the characters either... in fact, in some of them Betty doesn't like quite right to me.. anyone else notice that or is it just me?

I thought it was my old eyes and the very small images, but I think you're correct BBB. Even given the crude colourizations of the 1960s and 70s, these pictures don't look right.

I often wonder where these images originate from and how much fraud there is in people trying to circulate unauthorized or illegal images of her... since the original cartoons are so old, how are cells and images certified to be genuine? Any ideas?

Cels or screen captures from videos aren't "authorised" by King Features, which only owns the character rights, not the video rights.
Copies of genuine cels are collectors' items. There can be some fraud associated with them.
Screen captures that are freely available on the Internet can, as far as I'm aware, be used for non-profit purposes. I certainly hope so. I posted some in the Betty Boop Cartoons thread.
However, using screen capture software and capturing and posting screens yourself is very naughty. Don't do it!
To get to the pictures posted in this thread - the drawings really seem a bit poor. In fact, too poor to be fraudulent! People who want to make money from fraudulent cels will at least try to make them convincing.
My theory is that these could be genuine cels - possibly roughs or unfinished frames - from Betty Boop's Hollywood Mystery (1989).
