Does anyone recognize this image. It is from what I am led to believe, a production cel from a cartoon. I f anyone can name the cartoon it came from that would be cool. I plan to give this to my daughter and would like to know a little about it

The dress is similar and I can remember that pose when Fearless Fred is proposing his love to her and then the Villian switches places with him.
